If you have one of those hand held, can they really find you if you arent licensed?

It's mostly self-enforcing, but the FCC will act on tips. Those of us who are licensed can tell who isn't immediately. We police the bands religiously because amateur radio is a privilege and not a right. Abuse of that privilege can get it taken away.

2 meters is especially important because in times of natural disaster the ARES (Amateur Radio Emergency Service) takes over and provides emergency communications. All volunteer.

Please don't abuse what everyone else works very hard to maintain. Get your technician class license and enjoy amateur radio responsibly.

Thanks. Also, I didn't want to operate one, just curious how it worked if someone went and sat in a parking lot spouting gibberish then turned it off and went away if he could be tracked and penalized.

Only if the Ham community caught up to him. The NSA isn't hunting down those kind of idiots.

    Or ARE they?

Cooked half the night and all day on the big pit and forgot the dam chicken.
Saved by the little pit. Me and Buzz whooped it out and wife happy she loves this chicken. Had that chicken marinading in a cross of Cuban Moho and Voodoo Cajun marinade For 24 hours.
