Leaky fiberglass...Leer cap leaking water in the center...

    You ready should fix it from the outside. Sand it down and put a patch over the area it's leaking. Fiberglass and resin. Silicone from the inside may stop the drip. However, the fiberglass with saturate eventually if you don't seal where it's getting into it. If you're in a cold state when the water freezes it's gonna do a lot more damage to the cap.
