I recently bought a 2008 stock tacoma and was looking to install a 4in rough country suspension lift kit with 33x12.5R18LT tires on 18x9 wheels with a -12 offset. Which upper control arms should I purchase? Will I need a cmc/bmc as well? Any advice with regards to my vision of a set up would be greatly appreciated.

That lift will not require new UCA's as it is a drop bracket lift. You will have to cut off you front cross member to install it. So make sure this is what you want..

You shouldn't need a cmc with that lift and offset, but all trucks are different. I'd decide after everything is installed and cycle the suspension.
