2013 Taco 4x4 issue, stumped!

I have a 4x4 Tacoma, 6 cylinder that has served me very well, up until this week.
My 4x4 won't engage normally.
If my truck is running and I turn the 4x4 selector switch there is no response. The dash indicator will not flash, nothing.
If I turn the vehicle off, switch to 4x4, then restart the truck, the 4x4 engages normally.
Any ideas?
Im assuming based on the fact it operates using the second example above, the cables and connectors are ok.

 

Btw, I have searched the forums for a similar problem. I see lots of 4x4 issues, but none mentions putting the vehicle in 4x4 while shut off.

 

One of your actuators is bad, follow the FSM test procedure.

 

Did you figure out the problem? Mine is doing the same thing?
