Driving lights for 4xinnovations bumper

I have ordered a 4xi front plate bumper and looking at what lights would work well on the 4" lights. The 4xi website says "Internal mounts for standard 4 inch driving lights Included. Internal mounts for 4 inch driving lights come standard." Below is a picture of the backside of the bumper. I think I'd like to wire them in to come on when my head lights are on. So they need to be legal. I also don't want anything that will blind oncoming traffic.

Honesty, I really just want something to fill in the holes in the bumper but also be functional and not spend too expensive. I found this set of Hellas that look pretty attractive for the price. I don't want to spend $200-$400. https://realtruck.com/p/hella-optilux-2500-angel-eye-driving-lights/
