Elongated crank and no start

    98 Trd 4 banger
    I bought a 98 Tacoma trd 5 speed 4 banger a week ago. I’ve been trying to get it started everyday since then trying and testing different things. When it cranks it’s a slow sounding almost dragging crank. I know that the fuel pump is only getting 6 volts when I crank and it’s not sending gas to the engine. Got a new open circuit relay and nothing’s changed. Spark plugs are good. If I take the air intake off and spray starter fluid in there it doesn’t crank even though there’s spark. SOMEONE HELP!?!
