    I've got a couple of posts out there on this. Short answer yes, they outsourced Powder coating for a time to an obviously low-bidder company, mine rusted out within a year. Got mine media blasted, primed, and re-done locally to the tune of $400 but the new coating is rock solid, and my local guy bets his'll last the better part of 10 years. almost a year later and the new coat is still flawless.

    my experience after about 3 years has been pretty good - only a few very small areas of rust & none really visible (mostly on top).
    i'm in socal...your mileage may vary
