I have a 2009 prerunner that has a paint bubble forming on the left front bumper. Are there any suggestions on how to stop it or fix it myself.

Sorry to hear about your troubles.....I would want to know what is causing the bubble. You might have rust forming under the bubble. Do you have any pictures to share? This would be helpful and it would give some detail of location....
    Good Luck....keep us posted

I don't see anyway of getting it squared away without removing the bubble. i would do so, and that would help you betetr determine what the next move is, whether treating a rust spot, or simply touching up that spot.
