Money best spent?

Hello Everybody, I'm new here and this is my first post, I need some help. I'm buying a 09 Tacoma 4x4 Access cab early next week. I have been looking at New tires and wheels and have a $1500 budget tops. Truck is silver witk Blk fenders/bumpers. Looking at two tone blk/machine finish wheels to cut down on maintenance. I like a "Meaty" look on these trucks. Would I benefit from increasing wheel size and how much(stock 16")? Do i need to install a leveling kit? What does a good leveling kit cost? Is it as easy as it looks to install,(I'm Mechanically inclined with metric tools)? What are some aggressive looking tires that won't "sing" to me on the Highway? Truck will be 90% road 10% trail. Where is the best place to get a good deal on wheels and tires on line? And last but not least where would you spend the $1500? Thanks for any and all reply's, I know I will get some valuable information.

The largest size tire you can fit on a stock second generation Tacoma is 265/75/16.
