Wheel Well Damage Repair to Body

    Hello,

    I am looking at purchasing a used 2018 v6 PreRunner Tacoma with some damage to the rear wheel wells (supposedly from chains that were improperly secured by the owner).

    Most of the damage looks to be on the inner wheel well "wheelhouse liner" / "splash guards" (plastic)

    However, there is one place (around one of these liner clips or a body-drain hole ) that appears to be punched through the body-steel plate.

    My question is, does anyone know the thickness of this area of the frame's steel, and if it would be particularly difficult to cut out and weld a small plate. My concern is moister on the steel (after I replace the splash-guards) and rust.
