Long story short, I know everything runs as it should because the truck is straight from the dealership but the interior cab lights blew the fuse (I was changing them and am a dummy) and while pulling the fuse, metal on metal touched and sparked from the fuse area and now the truck won't start, no radio, etc. The dash LCD is working but no power locks, turn signal. I don't know where to start

All the ones in the cab or under the hood like relays and whatnot?

How do I know if a relay is bad?

    I’d start with fuses first.

Relays are the same but you’ll have to know which are normally open and normally closed, then check them to see status.

Checked all fuses. Initially I said the lights didn't work but they do. Just no radio, power locks or ability to start or go to accessory

There is likely a fuseable link in there somewhere. These aren't as easy to find as fuses/breakers. But as mentioned check all of the fuses and breakers. But before you do anything electrical DISCONNECT THE BATTERY!

Don't rely on the appearance of a fuse, put an ohm meter on it. Sometimes it isn't readily apparent that they have blown.
