Can the height be adjusted while they are installed?

Some people have made their own spanner wrench for this.

So the spanner wrench that comes with it you're supposed to use before they are installed?

I'm not familiar with any spanner wrench that's supposed to come with it as I own Fox 2.5 coilovers; that's why I said some people make their own.

You can adjust them while on the vehicle, it's just awkward to do.

My King 2.5 did however come with a large punch looking tool -

Your Fox shocks came with a tool? o_O

Interesting, mine came with a spanner wrench. I'll have to find that sucker but I know I saw it.

There isn't much room to adjust the coil preload while they are on. I had to tighten a spring clamp on them then pull them out and tighten with a spanner wrench. You might be able to adjust them after removing the spindle but that is more work than just taking the 4 bolts out and pulling the shocks out
