Does anyone know how to or know someone that can help me finish restoring this knife?

It's a Parker Imai K-692, forged in Japan and was given to me for helping a friend clean up his property over the course of several weekends and the handle was badly rusted which took 4 coats ot rustoleum rust remover to get rid of 99% of it. I've applied some gun lubrication oil to help prevent rust for now ( soaking it up like crazy ), but I'd like to get the blade re-blued and and handle re-blacken the handle. There's still a bit of cleaning to do on inside of the handle I think. I've got the leather case which I can clean up easily enough.

I know there's a piece missing under the the cap and the survival tools are all missing, but the sharpening blade is there.

Any assistance or advice would be appreciated.
