    Pic?

Could be spinning in place without being threaded into anything.

That FIPG from the factory was laid on pretty thick and kept my bolts in place even after I undid them all the way.

Is there a welded nut on the back of it that may have broken off? I don't have an auto trans so I don't know about this bolt, but I had that happen on a bump stop where the weld nut on the inside of the LCA broke off so the bump stop would just spin in place and not unscrew. I was able to get it off by unscrewing it while simultaneously pulling on it by pressing it out with a pry bar.

Basically had to force it to come up while unscrewing it since it no longer had any threads to follow

The pan bolts directly to the bottom of the transmission. The metal is really soft unfortunately so if someone used an impact, it's possible they could have fucked up the threads

that sucks, sounds like he might have to force out the bolt and then retap it

Unless he is referring to the drain bolt, then you could just cut the head off or drill a hole in the bottom of the pan. He said he has a replacement pan on standby anyway.

If possible apply downward pressure to the bolt and Zip it out with an impact. takes a little practice but I have removed many spinning bolts over the years .
