DIY/ aftermarket bed rack adapter for use over tonneau covers?

Does anyone have any ideas on how to to make an adapter similar to the rCI bed adapters for a rack that mounts to the bed rails?

i love the all pro tube style and they are readily available/cheap in my area but Would be happy with any set up over my Retrax. My dilemma is most of these bed racks (with exception to voodoo and rci ) seem to mount Vertically to the bed rails and that will definitely not work with my Retrax Mx. without a different adapter. Additionally it looks like rci is slammed on their lead time.
If no solution I may just end up waiting until Black Friday.
