Here's proof of the rodents. After talking with my next door neighbor. He says 100% it's the guy behind him who called (owner of the orange tree). We don't even eat the oranges they taste terrible.

LoL. Now I'm afraid they will say I should have trimmed what's hanging onto my property. Any experts out there? Should I trim this tree before the inspector comes?

I'm no expert but I would think that it's his property and not your job to trim it....but not sure.
