Pretty common. 4lo and rocking back n forth is the fairly frequent solution. Never had it happen though

Water and drum brakes don't get along well. Been there in one of my older vehicles.

I’ve seen similar posts. I recall driving in reverse helps get them unstuck

yes. I have experienced this twice. Once in my 2011 4Runner, same situation as yours, had launched my boat and when we came back and went to load it, the truck wouldn't move after the parking brake was let off. I quit using my parking brake at the boat ramp after that. 2nd incident was in my 2016 Tacoma. This time it was after washing it and it was in the garage. I had recently coated my garage floors and it F'd them up. Had to get it towed out. not enough room to "rock it" in the garage. The dealership said they'd never heard of this issue, which is typical. They checked it and could find anything. The Toyota mechanic simply said not to use the parking brake when parking when the rear end is wet. I have started driving it around the neighborhood and using the brakes before parking after a wash. Rarely use the parking brake at all unless on a steep incline. Its a pain. Need a better design for sure. It is a common issue. I read about it on here and on a 4Runner forum I followed. Good luck, hope this info helps some.

it could happen anytime drums get soaked +ebrake use

in effect the cast iron drums + the semi metallic brake shoes go thru a mating ritual

if its an auto/trans dont use the ebrake ramping or later at rest stops or at home in driveway
    brackish water bad
    saltwater worse

some on other threads mention hosing down the rear brakes

if its a manual chock wheels when sitting for diner or at home
    at least same day

If launching your boat alone you must use the parking brake or risk the truck/trailer rolling backwards into the water!
I would never backup farther than water over the tire till reaching the bottom of the rim (do not get the drum underwater in salt).
Using a wheel chock may work but the ramps I use are slippery so it too would slip.
Then when you park the truck/trailer never use the parking brake so any water that made its way into it would dry while I was out.
When washing the boat I would rinse the rearend done and again right after not use the parking brake (until all dried out).

This happens on all gens and makes and even on boat trailer brakes if bigger boat/trailer and lots of upkeep so nothing new.
Pull your rear drums and lube the contact points and make sure the drums are not scored/grooved and same for pads. Sandpaper touchup may help.

Wonder if its just a Toyota issue? I have checked with several friends who tow as well and they've never experienced this. For what its worth, our lake is pretty clean as far as lakes go. Water is not brackish or salty. Just thinking out loud, lol!
