Rust prevention behind wheel well guards

    G-Men sticker, driver's side "backseat" window - cracked driver's side headlight cover complete with hazy look - DIY 30 footer paint lift in Bedliner Black
    should I use woolwax or undercoat/bed liner where the wheel well guard goes? There is some rust. Does undercoat post rust (primers) hold up? I would typically woolwax away, however how often am I gonna fight with those PITB push-pin/rivets?
