Both downstream O2 sensors reading 0 volts

    2006 White Tacoma PreRunner
    Recently a friend of mine came to me saying that his 2006 Tacoma with the 4.0 had a check engine light and asked if i could scan it knowing I had Techstream. Scaning it revealed it had two codes P0420 and P0430 low catylist efficency bank one and two. So I went to the live data tab and saw both O2 sensors had a reading of zero volts. Does 0 volts coming from an O2 sensor mean that its bad? I've never seen this before some help would be greatly appreciated.
