I don’t know what this is but it’s on the paint film protector. I’ve tried WD40, hot soap and water, isopropyl and it won’t come off. Any ideas?

Rail dust under the film...if on top try a clay bar.

Like @Ronzio said try a clay bar to it.
If that doesn't work, try a Tar and Iron remover
