Does anyone know why my taillights doing this? Could I just replace the bulb or is it more complicated than that? Not all the lights or lighting up

You can't replace just the LED part of that tail light housing assembly. You have to replace the entire tail light assembly.

You likely need to replace the entire assembly. Most small LEDs are mounted to a printed circuit board.

If your are willing to attempt to take apart the housing i have a working full circuit board though i think its for a passenger tail light however there is no good way to take these apart. i tried to figure one out to do a custom tail light to match my headlight and luckily i was working on an already cracked housing because it did not end with a useable part

Yes, you'll have to replace the entire light, I believe. You can't take the tail light apart like you can a headlight. The head light lens is polycarbonate to resist heat and impact. The tail lights are vibration or hot plate welded shut. You can't heat these up and break the seal like you can on a headlight.
I used to work for the company that made this exact light.
