    I think they're Yakima Locking Blockhead, mounted to the rails with t-bar nuts. What's funny is that's not my truck, I just pulled the image from a google search. But a year or so after this post, I ended up picking those exact mounts up from someone selling them here.

    I shipped them to the other user above you. I still haven't seen anybody make this exact thing, but I'm sure if you showed this to a welder, they could fab it up for you. That's basically what I did.
