2008 TACOMA DOUBLE CAB 2WD TRD PRE-RUNNER

I want to go bigger tires and rims (off road look) on my 2008 2wd pre runner. I'm on a budget so can't afford for lift. I need advise on largest tire/rim I can go, also if I install Bilstein 5100 shocks with this help with a lift?
