Photos I’ve seen of other Bilstein 5100s look like the cap is the other way around. And I asked them to set it on the fifth notch and I can’t feel 4 notches up under that cap. Does not look as high as my 2015 did with the same setting even though I know it is a different truck. Is that cap upside down?

Can't speak to the circlip position. But if the front height is unsatisfactory, ask your installer to move it to the next higher notch.

Oh ok thanks. For some reason I thought I’ve seen it the other way around. Maybe it was on 2nd gen 5100s or something.
