Does a phone have to be paired with the truck before you can connect to after market head unit via Bluetooth? Having issues trying to connect my phone to my hu and my setup button on my steering wheel doesn't work.

Yes it does. Like anything else. Otherwise it doesn't know who is talking to; per sé.

As for the steering wheel controls, you need an interface such as a maestro and that I believe taps into 3 wires of what is now an unused connector after replacing the stock head unit.

I replaced my head unit several years ago and don't remember the name of the interface exactly. Axxes I believe is the name of my steering wheel interface I used with a single din Kenwood hu.
