    What inhibitors should I apply first for my frame the acid then POR or POR then acid? also, would any of these applications mess up welding on frame plates?

    The only way is acid treatment then the POR.

    POR’s own instruction if you were to use their full kit, is degreaser (basically simple green), then converter “metal prep” which is the acid treatment to give rust a phosphate type coat, then finally a rinse, and then POR15.
