    As part of a “we owe” the dealer installed upgraded wheels. But they left the OEM street spare tire should they have replaced that one too?

    Spares are rarely upgraded in any capacity. A few of us (myself included) have upgraded the spare tire to a larger size due to the fact we run much larger than stock tires. It requires modifying some stuff under the bed to ensure the larger tire fits. The thought being, if I'm running a 34" tire, I don't want to have to limp home on a 30" tire if I'm out in the middle of nowhere. No reason to upgrade the wheel itself in any case.
