4lo light flashing

My 4x4 works on 4hi but as soon as I used my 4lo the lights starts flashing and I get stuck on 4x4 I have to turn the dialed back to 2wheel. drive it around then turn the truck off for couple minutes then turn it on again to get back to 2wheel. I changed the front actuator replaced the vacuum hose but I'm still having the problem. Anybody had this problem and how to fix it????

 

Are you shifting into neutral and stopped before you switch into 4-low?

 

Yes. I stop the truck put it in neutral push down and switch it to 4lo I wait till the light turn solid then drive it.

 

sounds related to the transfer case actuator to me. The front diff actuator has nothing to do with 4Lo if you're already locked in 4H with no faults
