Crankshaft pulley won’t seat 4.0

    TOYOTA OEM: Cast Aluminum Running Boards Mud Guards Bed Mat All-Weather Floor Liner NIssan Frontier Sliding Bed Extender
    did a timing cover reseal and that crankshaft pulley won’t seat and grab the key. It just rotates freely. Should I have installed the pulley before torqueing the timing cover? I just need to get the truck started to reposition in it in my driveway. Any advice
