I inherited a 2002 Toyota Tacoma prerunner v6 with 67000 miles. Should the shocks and struts be replaced at this mileage? Also what is a fair price for this work?

A few OE parts from fancy trucks
    Probably so.

It's a DIY job, so parts and any tools you might have to buy (if you can't borrow) would be the cost.

The rear shocks are super easy, so if you don't want to mess with the fronts, at least you'll drop your install cost a bit.

But if the truck has spent it's life in salt country, be sure to properly examine the condition of the frame before spending any $ on it at all. IE make sure it's solid enough to keep.

Are the shocks leaking fluid/oil? Is the ride bouncy?

The shocks and struts are not leaking but the ride is really rough on uneven road surfaces. When I had the truck serviced the service guy said they should be replaced. Over the past 10 years the truck has been driven around 20,000 miles. There is no frame rust as the truck has always lived in south east Texas. Our family bought the truck new and maintenance has been pristine. The hood and roof need repainting due to the Hot Texas sun. Better than frame rust.
