I'm looking for at least a 4" lift on a 2021 Tacoma in order to run 35s without cutting too much. I definitely want to stay away from lift blocks, so either add-a-leaf or complete leaf packs for the rear. What would be a good place to look for such items?

4” kits are gonna be a DB kit. So there no going back to stock once installed with out a lot of work. 4” won’t help fit 35s. Still gonna be cutting. No one makes a 4” aal so guess you’ll be getting a full pack. Most companies don’t make a standard 4” leaf pack so more than likely it will have to be made custom. May need to lengthen the driveshafts.

This is a can of worms that will likely prove more frustrating in the long run. You are better off designing a usable suspension setup to work in conjunction with a 35" tire (as many have here), unless you are going for looks alone. Maybe go with a nice 3", then get a 1" body lift?

Perhaps. I don't want to go with blocks on the rear, do you have any recommendations for either ad-a-leaf or leaf packs?
