HI guys, this past Saturday I noticed that there are rust under the front of the wheel, is this normal? This is a 2021 TRD OR that is 6 months old and I'm in CA.

Looks like surface rust ... that seems a bit excessive I would clean it and spray some stuff .

If you're worried about it you can always brush/grind it off and apply rust converter. That's an area that gets a lot of exposure, especially if you drive down dirt roads

totally normal, it's just bare metal. It's a big hunk of iron so it's not like you're going to rust through.
