Is it normal for the wheel well plastic to be coated with rubber residue?

    I'm assuming it's the tire from the rubber that gets flung and hardens over the years (2000 first gen). Is this worth taking the time to remove?

    Likely not tire rubber.

    More likely it is asphalt that has been slung onto the wheel liners from road repair/construction.

    Frankly, if it isn't interfering then I wouldn't mess with it.
