I’ve got a 98’ Tacoma with the power steering down. I’ve had the pump, return hose, pressure hose, rack and pinion replaced, reservoir screen cleaned, there are no leaks anywhere and still ps is not working. Wheels were turning freely when it was up on the rack but when put back down there was resistance when turning to the left. Any and all help will be greatly appreciated!!

I’d say something is binding when a load is placed on the wheels. None of what you mentioned addresses this possibility.

if you have a rack or just a jack that can lift the front end slowly raise the vehicle and see at what point the steering eases up. Then lower it a bit and check the linkage for binding.

It’s probably a bent part. Doesn’t always take a lot of deflection depending on where it is.
