I talking bout the full on, triple hoop, round-the-headlights ones.
    Other than aesthetics, why?

Personally I think they look like goofy nerd-glasses. But I see them from most, if not all after market bumper manufacturers, seemingly marketed specifically to 'froaders. And successfully I might add ;)

But it seems like a sketchy place to jack/winch/snatch off of, as things could slide around- depending on the angle of pull/lift.
Is it used as a tie-off/anchor for recovering someone else (from an appropriate angle)?

Do peeps bash their grill/hood/headlights a lot? Seems pretty high up to make contact...

Or are they because deer happen, and a steel bumper might keep those hoops+deer out of the grill?
If so, then the hoops themselves would not be especially off-road oriented, yes?

And then there is the new extra useless 'low center hoop' style- which I actually kind of like. And which could be an excellent mount for pretty baubles. Err- uh, I mean a structural attachment point for supplementary-yet-critical safety lighting.

Enlighten me so I can get over the goofy look of those big ole hoops.

You must hate stinger bumpers haha.

It all depends on what you want to do, I push shit with my truck, but its old and rusty so I dont care, but if you worry about damaging your vehicle the hoops limit trail damage.

Well I have no livestock to bully, and if I go ass-over-end, my radiator will be one of my least concerns, so yeah, I guess stingers are out, lol!

But ok, I can see where getting in some steep tight action in a deep gully/ravine how could get things a little rubby around the headlights/grill.
And better to have and not need, I suppose...

What did you hit on a muddy road that the hoops would have fended off?
