Starting issue nobody can figure out

My parter has 91 toyota pickup it has a starting issue nobody can figure out.
key will not turn over starter but turns on fuel pump and lights
Can roll start it stays running good
Pull battery wire stays running
A guy ran a hot wire from somewhere on the starter touch the battery and it started with the key in on position now it won't start either way has new starter,
has had computer problems before
He went through 8 efi computer dudes
If u jump it that hot wire will jump start, battery connections are good maybe some kind of fuse?
When turn the key it just starts fuel pump and lights no click or anything
Wire harness problems maybe?
Suggestions if ya got em please
