Two paths to access that area.

    Remove the bed.
Remove the interior at the rear of the cab.

Are you sure its wind noise at the vent? Many times, weather stripping around the doors or roll up windows will generate wind noise.

Pretty sure it is the vents, my question is how to remove the interior panel in front of the vents on my 2019 Tacoma Access Cab. Thanks for your help folks.

Thanks for your reply, my concern is removing interior panel without breaking something.
