That is a first-year red-tailed hawk (i.e. born this year).

 

how come his tail doesn't look red? Juvenile Plumage?

 

They dont start molting in their red feathers till about 10+ months old. They then go through a pre-alternative molt (molting into adult/breeding plumage for the first time). That fella might be 4 months old or so is my guess. If you see a red-tailed hawk with some red tail feathers and some brown you know it is about a year old and molting into adult plumage for the first time. Once its all red, no way visually to know if it is 2, 3, etc. years old.

 

I molted my tail feathers when I was 7.

What parent in their right mind spend 50k on vehicles for a kid from the age of 15-21?

 

I've been really lucky, my kid has been happy with my wife's hand me down cars.

 

I'd say that it really PMO, but what good does it do? If you add up the money on vehicles it's no shit $50,000.00 and don't take care of anything. This car is cherry 2010 SS with 24k miles. Not a scratch on it. I bet that changes in less than a week.

Just last summer we bought him (paid cash) a 2015 Scion TC with 20k miles on it. It was also close to cherry, a mild scratch, it just come out of the body shop last week 2,500 damage. He still got that and a 2000 Blazer 4x4. The 2 before those totaled.
