I am having the same exact issue. "Download the Toyota app and stay connected to your vehicle" Downloaded, deleted, redownloaded the app., checked the VIN multiple times.
In the Apple Itunes app store it does mention: "excluding select 2018-present vehicles which use the Toyota App to connect vehicle to App Suite Services"
I did notice that when I use Apple carplay the Navigation button will go to my google maps but only when plugged in, thus using my phone app.

Update. I finally decided to take a ride to the Toyota dealer that sold me the truck and ask about this issue. In doing so, I did get resolution, though not the answer I had hoped for. The answer was that for model years 2020 and newer the Entune platform, Scout GPS Link, and similar wireless transmission apps are no longer supported by the vehicle. That is why Entune did not accept my VIN. It was said that Entune, Scout GPS Link, and similar apps were notoriously unreliable, and frequently lost communication with the vehicle, which resulted in a lot of negative feedback and frustration among customers. In 2020 Toyota switched to instead support Android Auto and Apple Carplay while discontinuing support of the previous unreliable wireless options.

As an Android user, I do like Android Auto, and Google Maps (native to Android Auto) is my preferred navigation system. However, I am somewhat frustrated by the slight inconvenience of always needing to hardwire my phone to the vehicle to use navigation. It would be nice to have something like Scout GPS Link that functions with the vehicle as a standalone system with no phone connectivity required, and it certainly would not seem outside the scope of today's technology. I think Toyota engineering dropped the ball on this one.

I hope this helps anyone else having the same issue.

Hmm... I was having this issue with my 2021 XP also, that is why I checked TacomaWorld. I would like to use the Toyota+Alexa app, but it requires Entune. I guess I won't be able to use Alexa?

For myself, I would consider the inability to use Alexa to be a blessing with no downside.
