Am I only partially wired for fog lights?

    2009 Tacoma base 4cyl manual, didn't come with fog lights. I have the extra plug for the fog lights under the hood. But the fuse box cover doesn't mention the slots for fog light fuse and relay, and the fuse slot looks like only has one side of the wiring and the relay slot seems to be missing it's terminals. And I don't see any wiring inside the dash.

    So if my assessments are correct why would Toyota only provide the light wiring harness and half of the fuse box wiring and nothing else? I assume there is no way for me to use the wiring parts that are there and I should opt for 100% aftermarket?
