Front shocks: Bilstein 5100 adjustables set to 2.5.

2nd Gen i4 PreRunner. What is this piece that is broken under my passengers dash? I can’t tell what it does or what it’s for, mainly if it serves any purpose that it is no longer able to do correctly because I broke it?
