Mounting rack to Tacoma bed rails

I searching for information on how to access the underside of the bed rails. I would like to mount a rack by drilling holes and bolting it to the rails of the bed. It looks as though you need to remove the plastic bed liner in order to do this. I was searching for information regarding this but I am coming up empty. Can someone direct me to any information on accessing under the bed rails.
