    Looks like a telescopic mount with 3 antennas. There are 2 smaller antenna looking things. 1 above the driver and one on the passenger side (white). Bumpers are plate, it has a light lift, and no commercial markings.

    It’s the cable routing I think looks sloppy.

    I wonder if a mast like that could be scored from an old tv truck

    I can't speak for that guy, but being in Search and Rescue I could DEFINITELY see that being handy. Even my cell booster on the front of my truck (not that far in the air) has come in extremely handy. We have a Unit truck with a 30' foot mast that's used a lot.

    Would make a great mobile repeater for getting into the back country on top of a mountain. Radio relay can be really important, and this would make that easy.

    C.O.L.T. - Cell on Light Truck is the technical reference you're seeking.

    Let's start with the fact this is a screen grab? there's no location or regional reference information. Thankfully you've got the truck so we can size things, but the physical dimensions of "antennae" today are marginally useful when determining the frequency range they're designed for which may or may not be what they're being used for when questioned.

    OP seems to be focused on the tower, completely overlooking the LTE type antennas mounted on the roof rack port and starboard sides.

    You'll note the coax (antenna feed line) appears to be RG-8X type or LDF-4 to the mast mounted array, and similar hard line to the rooftop antennas. Hard line is used for high power, low loss, and increased RF shielding.

    The three antenna array on the mast can be for directional purposes or simply the way the system was designed.

    The antenna systems may be tied to separate RF systems.

    I hope this gives you a bit of insight - very few vehicles are identifiable simply by their antennas but those that are stick out to radio guys ;)

    ETA: to answer the thread topic - looks like a prinsu style roof rack for a 3rd gen double cab.

    Before "drones" were available to everyone I recall seeing something similar used for high wide angle real estate shots.

    owned by someone who used to be an airline pilot. Go figure.

    It sort of looks like the four antenna array used in a Doppler direction finder. These are used to find the direction of any RF signal. Can be used to find people doing illegal activity on frequencies where they're not supposed to be. Such as interfering with public safety radio systems. Could also be used for tracking wildlife.

    Doppler Systems basic package includes four mag mount antennas you drop on your roof in an array. When the antennas are close to the ground (roof level), it's difficult to discern the correct direction due to multi-path reflections. I've never seen one mounted on a mast like that, but it would be make it really easy to park, extend, get a direction, retract, and move to a new spot.

    People are experimenting with the same concept, but using drones to get the height. The cell tower on light truck is also very plausible suggestion.
