Updated with the answer: rotator valve protection cap
Now you don't need to read this thread.

Found this extra part (it's about 1/4" across) on the floor as I'm in the midst of rethreading a spark plug hole on a Honda hs621 snow blower. I'm guessing it's maybe from the valve area, but could be from anywhere!

It's my first time doing small engine repair.

I had the head off because when I got this machine the plug hole was so badly stripped I couldn't line up the rethreading tool properly so decided to go from the inside out. So that's done. Now about to put it all back together and I see this part.
The part looks like it might have had some oil on the inside, and dry on the outside.

I sort of did the minimum removal of stuff possible just to free up the head so I could work at the hole from the inside.

I had the valve cover off. Left most of the throttle stuff attached to the head.

More description: smooth on the outside bottom. Inside bottom has a little cup or dimple.

Almost looks like a valve cover grommet. But then again it doesn't.

Look at small engine repair/sales web sites with schematics specific to your machine, you might find it there.

    I'm thinking it's a valve stem seal.

This exploded view from Honda doesn't list a part or # for reference 16

The valves are still flush against the head. Doesn't #16 need to be hollow? Here's a pic of mine, with the rocker arm swung over a bit since the long push rods are out.valves.jpg

Actually it would have to have a hole straight through for it to be a stem seal

UPDATE!!!!! GOT IT!!! Thank you all for ideas.
It is a rotator valve (also seen it called elsewhere a "rotator valve protection cap"), according to this.
So that would be #12 in the schematic posted by mtip.
The top left of my pic (where the rocker arm is off)

Weird tho that only one side has that part, and also that it is loose.

I couldn't remember if it was for the intake or exhaust, but I remembered it was to reduce carbon build up.

    From Google search:
A valve rotator helps extend the life of the valve seat by distributing wear evenly over the mating surfaces, reducing carbon build-up and maintaining proper combustion
