As the title states, I have a few questions pertaining to cat replacements and the legality of emissions.

    Facts:
    2001 Tacoma V6 3.4L extended cab
    2x Cats
I currently live and register the vehicle in Colorado (Carb state as of 1/1/2021)

Question 1: It seems that there are a few different categories of compliance. Carb and EPA. Carb compliant states being CA, CO, NY, ME, and some areas of VA. If you live in any of those states, you have to have carb cats installed... Correct?

Question 2: If you live in any other state, all you need are the MUCH more affordable EPA cats... Correct?

Question 3: What if you live in a EPA state, have EPA cats, and move to a Carb state. Are you required to cut them off and upgrade to Carb cats to register your truck in their state? That seems ridiculous. Is there a grandfather rule or waiver for people moving?

    The situation:
I literally just registered the truck and passed emissions. So I have until 11/2023 to pass again. Right after passing (fortunately), my cats went bad and need to be replaced. Living in Colorado, I am required to replace them with carb compliant cats in order to pass emissions. I do not think the truck currently has carb cats (as they were replaced in 2014, prior to this law).

I am planning to move out of state (to a non carb state) within the next year and a half. So I will never register the truck in Colorado, or other Carb required state again.

Question 4: More of a statement... but it seems as though I should just get the more affordable non carb cats... right. Assuming I can get them installed? Or is there something I'm missing?

You will have to look at your emissions label under the hood and see if it's an EPA only or CARB certified vehicle, if it's CARB certified you will have to see what the laws are in your state but I know in New York and California if the vehicle is CARB certified shops are required by law to put CARB certified converters on.
I will add be careful with cheap aftermarket converters as many cheap ones won't function well enough to not trip a converter code again in a few thousand miles.

I hear ya. I'm not sure what my hood will say. But regardless, the truck has 2 EPA cats now, so its not like it was built and is "standard" to require carb cats, right? I completely agree and understand that the state (CO) requires that if they be changed after 2021, carb compliant cats be put in. But if im moving out of state to a non carb state, I shouldn't have issues right? again, assuming I have someone who will put the EPA cats in.

As far as aftermarket cats... Im looking at pulling the trigger on some Magnaflow "OEM grade" federal grade cats. Part numbers 51005 and 51679. They are some of the more expensive aftermarket cats, so im hoping they have descent results. I know I wont get 100k+ out of them. But ill be happy with 50k.

I can't really say how the law would work in that regard in your state as Texas where I live is a non-emissions testing state (safety inspection only), you would probably have to ask a shop that does that kind of work or go the DIY route and install them yourself.

I went with the MagnaFlow unit. It is CARB legal for California. The heat shield wasn't spot welded well, began to rattle so I removed it altogether.
Never has it thrown a CEL.

    Good luck.

From the info I found if the truck was built carb compliant it must stay carb compliant regardless of where your moving unfortunately.

Yes. But the carb law wasn't implemented in Cali until like 2009. My truck is an 01. So there's no way its a carb compliant built truck. It is a "cali truck", meaning there are 2 cats. Which is what I must abide by. As far as the cats, they cay can be non carb compliant... because it was built with non carbs way back when.
