Crawl under the bumper and check the vehicle harness to the left (driver's side) sensor.

Had the same issue with mine. I pulled the bumper covers off and gravel fell out of the right side. I cleaned the dust and grime off the sensors and checked the connections. Put it back together and it worked again. That was 3 months ago and still works fine.

The dealer was following the same TSB you referenced. They did not follow the regular service manual procedure. They didn't check the basics in making sure the sensors were not obstructed. I was lucky I didn't fork over $2,600 for an unnecessary repair.

There are several plastic retainer pins per side. Remove those and they will pull off. There is one metal retaining clip per side as well that can be a pain. Go to You Tube and search for 3rd gen Tacoma bumper cover removal. Should be several videos to choose from and follow the steps. You'll see the sensors when you pull the covers off.

They replaced everything under warranty in 2018. Why would I pay them to keep fixing this useless system
