Hard starting and low idle when started

Yes I have a 97 2.7. I have ben having trouble starting it it cranks like no fuel then it will try sometimes it starts and other it goes back cranking like no fuel.
I have did some shim work on valves and corrected the initial problem but new problems are showing now. Question is do I have bad fuel pressure or is valve shims still need adjustment not sure if all valves are in full spec. But it is a headache starting it

 

You would probably get better help on your truck in the 1st gen forums, that being said it does sound like it could be low fuel pressure.
You need to tee a gauge inline and check it (it should be 38-44 psi key on engine off (note engine has to be cranking or running to activate the fuel pump without a scan tool, it does not have a key-on prime like many vehicles), 31-37 psi idling, and should not drop below 21 psi for at least 5 min after engine is turned off).
