Unrecognizable latch found inside cab

I was cleaning out the cab and found this bungee latch on the floor behind the passenger seat. Is this a part from the truck?

 

Yes it is used to hold down the jack handle so it doesn’t rattle.

 

It holds the stock jack down.

 

Looks like the jack or the wrench set tie down in the under seat cubbie

I looked on Toyota and they have one for Camry's that are similar looking and it was about $5. I might have been looking at the wrong part though.

 

It's the strap that holds your jack in place. I just took these pictures of mine. You can see the part is identical. Not sure how yours got loose?
