Is there supposed to be a water deflector under the cowl?

Is there supposed to be a piece that deflects water from my cabin filter intake under the cowl? We were getting water in the passenger side floor board in our new/used Tacoma and this is what it looked like under the cowl.
When it rains, it is dripping through the cowl into that intake...sigh. He is rigging up a piece of metal to deflect the water now but seems like there is a part missing because it does have 2 screw holes. Thanks!

 

If the windshield has been replaced, maybe the installer did not put it back on.

 

You’re missing a plastic cover that runs across the back (side to side) you need to find one and install it.

I don’t know what is supposed to be there on a 3rd Gen.

it looks like 1-4 is missing to me. Great diagram.

 

There's something that looks like the grille cover laying in front of the cowl with the the little pencil in it.

 

#3 is the whole metal cowl pan, definitely not missing.

 

Yeah that's what I was unsure of. Those other parts except for the cover are probably metal also. If that's the case it looks like nothing is missing.
