    The only way for it to connect is by iPhone hotspot. Which I keep turned off unless I need it. AT&T charges extra if I use too much hotspot data.

    probably pending updates that already got deployed would be my guess. When you reboot/shutdown, the process to install will kick off. When the system comes back online the install will complete.
